This seems like a pretty good fit for HNC. You can restrict users to only create subnamespaces, and then ensure that the configmaps in the parent namespaces get propagated to the children.

If you really want a brand-new namespace (that's not hierarchical) to be populated with new objects, I believe Kyverno generators can do that. But giving arbitrary users the ability to create any new namespaces anywhere on the cluster could lead to management problems fairly quickly.
