Another open source option, but stable because it’s so actively developed: nextcloud. Its dicom viewer seems good, but I’m no expert in this. I have downloaded it and viewed imaging with it. The company that leads the development of the software offers support and signs BAAs. They also partner with a variety of hosting providers, many of whom sign BAAs. The nextcloud pricing is steeper than some of the providers. But you wouldn't need to use a provider until you get hit by the lottery bus.
