You can make free private git repositories via a cloud service like Github and Gitlab.
However, I'd strongly recommend storing scripts in a git repository instead of in Joplin. This will let you edit them with a tool which is much better suited to the task (VScode, Notepad++, etc) and have better control over recording the history of changes to your scripts.
As /u/Improbus-Liber says, it does have sync. The easiest way to sync is with Github. Git was originally developed so that the team of people writing Linux could sync their code, and it's now used by by large companies like Apple and Facebook, and even by the people who make Joplin.
