I think that the best base implementation to work off is probably this: https://github.com/coinbase/rosetta-bitcoin - which is what for example DigiByte has used as a base for their proxy. Someone just needs to fork that and adapt it to Dogecoin. I'm sure we'd help when there are questions.

In terms of Dogecoin Core things, I'm considering to start a small cross-release project to enhance the QT wallet towards user friendliness (implement buttons and menus for those things that shibes often use, like importing keys and managing nodes) so that people have to rely less on the debug console when doing common client operations.
