The Evil / vim notion of states is a small graph of states and contains support for defining new states. Where Transient's API begins to describe more complex structures is that it's designed to encode switches that propagate / persist through the mode map graph and can be used to drive the mode maps dynamically. We can use transient to re-create an Evil UX but would not use the Evil code base to re-create transient's expressible UX's. One is an instance of the other's generalization.
