If you were most comfortable with HTML and want to do something similar but more modern then you can use a framework such as Bootstrap that will allow you to design the site how you like using mostly class tags in the HTML and a lot of the rest is taken care of for you, there are plugins for image carousels as well that sound like it will work well here.
