Is there an automated way to create a file with the Node interpreter specified?

What I've noticed is that my `index.js` is missing the Node interpreter. I am referencing open source repos like https://github.com/aws/aws-cdk/blob/main/packages/aws-cdk/bin/cdk and it has something like the following:
