Okta also provides their own AWS CLI https://github.com/okta/okta-aws-cli in case you do not wish to migrate any particular account to AWS IDC. However, there are some downsides to this solution which is additional OIDC apps need to be created and assign the users inside just to use CLI. You also need to be careful of the new OIE policy which may break this CLI in some odd cases like when we require the user to perform 2fa every attempt. Lastly, you CAN also take this route of not migrating to AWS IDC if you are comfortable using this solution from Okta.
