People who want to create a Lemmy community (equivalent of a subreddit) should join one with both an “NC” (users can create new communities) and “NU” (new users can join) tag, whereas viewers/commenters can be on any “NU” and “Fed” (their instance can interact with the instance that houses the new Outrun community).
