Honestly, I would try asking on their github .. seems like it should be possible to run it on Silverblue and based on the description from the main project page (emphasis mine), I would think it should be ok
Last time I checked, apx was (just) a very cool wrapper for Distrobox, which in turn is (just) a very cool wrapper for Podman. Therefore -without knowing specifically what you'd need apx for-, I'd recommend you to install Distrobox instead as it is found in Fedora's repositories.
