Nice extension. Indeed a really annoying thing. But at least for my use case (https://github.com/Offerel/SyncMarks-Extension), I have decided to not use "optional_permissions", because the extension should work (later) also on Android. It seems that "optional_permissions" are not working correctly with Android as of yet.
You can request permissions directly from the page action's click listener. Though in my case I do not display any sort of popup which might be a prerequisite.
