I've been rolling my own scripts to build such an image, but you might check out mortar, which has Arch support - it's designed to set up secureboot and bitlocker-like functionality for an encrypted disk, but those bits are optional. If nothing else, you can poke through it and see how the EFI is assembled.
Anti-evil maid is a complex subject not worth trying to recapitulate in a comment. Generally reliance on a hardware anchored root of trust such as a TPM is essential[1]. C.f. https://github.com/QubesOS/qubes-antievilmaid for a detailed description of one approach.
I run Arch on ZFS root with pacman-linked snapshoting. The only bootloader than supports what I need is GRUB.
