The Authorize attribute still exists, but is presented in a different form in blazor (as the documentation you've seen probably shows). IMO Identity Claims (which is built in to asp.net, not 3rd party) appears to be a robust solution. You can base it on a database for now, and base it in Azure AD in the future. (see my experimental project on this - Link)
