As for saving and loading data, you might want to use something like [Advanced Slime World Manager](https://github.com/InfernalSuite/AdvancedSlimePaper), that way you can store all the world data in a DB and grab it from any server. I am however not 100% sure that it saves player data, but I'm sure there are other plugins that exist you could use for that as well. (Each player could also get their own world then instead of sharing one world just far apart).
For sending players to servers most plugins that do some sort of load balancing will work, such as ajQueue. If you wan't to be able to add/remove servers as needed, you could use a plugin like [Rusty Connector](https://github.com/Aelysium-Group/rusty-connector) (Velocity only), then setup software like TimoCloud (Simple) or Kubernetes (Probably better, but way more complex). (Timo cloud also adds servers at run time by default, but the main issue I've found is that most plugins that do load balancing don't like dynamically adding/removing servers to their lists.)
Most likely with any solution you setup though you're going to need to edit/create plugins, and everything I gave here is just suggestions/recommendations for things you can use. For TimoCloud specifically there may be better alternatives, like possible [TeriumCloud](https://github.com/TeriumCloud/TeriumCloud), so you probably want to test things out.
