I would greatly appreciate help with trying to install htmlz-mode package - it's a very simple package - single htmlz.el file that needs to be evaluated. That's it.

I think your problem is a doom emacs specific issue. Occasionally in doom emacs one runs into the issue of stale .elc files. Maybe that's what happening here? You can try looking at this issue on github.
