Yes, that "Alternate Repeat" name is out of place in this use. The context is it's the name for a tentative core feature in QMK firmware (pending PR). The PR adds a Repeat Key, a key that repeats the last key. Since the code needs to track the last key anyway, it is a short step from there to implement keys whose behavior change adaptively based on the last key. This is where "Alternate Repeat" came from. It would be a cool name to call such use "magic key", but QMK already spent that name on magic keycodes.
