Don't waste too much time doing things from the ground up. There are already a few projects that do this sort of thing. Take a look at the nightscout project. https://github.com/nightscout/cgm-remote-monitor

Have you looked at nightscout? If you are a developer then I'm guessing you shouldn't have any issues setting it up. You can then use that to display it on an external display. If you still want to develop your own app, you can use its API. That's what I've been using for an app I've been working on https://github.com/Peeler-Coding-LLC/GlucoseViewer
I've done some c# stuff before, but it's been a while. Honestly, if you know c#, picking up something like react.dev or https://www.electronjs.org/ probably wouldn't be that difficult for you.
