The lists do dictate what is blocked like you said, but they also dictate how it is blocked, and the methods to how it can be done are sometimes only present in one adblocker and not the other (uBO's extended syntax allows for more blocking methods not present in other blockers).
Weird, if any list works with any blocker, why does filterlists.com labels the compatible adblockers for each list? And why does the ALUST list warns against using it on Brave's adblocker because it is missing features? Aren't all blockers the same according to you?
