well, I still don't know too much about the homebrew/cfw gig, but I've learnt a fair bit in the last 2 months. Here's the guide, https://3ds.hacks.guide/ , and there's a troubleshooting menu on there for when needed. this is the only guide that anyone will ever suggest to you. if it does not help, I strongly suggest you join the discord channel that's linked in the guide. there are some incredibly skilled people on there, they fixed a problem of mine in a day or two, after a week or so of me trying to troubleshoot it.
if you download the rom to an NDS game, you need/can only use it in Twilight Menu. Twilight Menu is a bit slow on loading times, but it also has a bunch of emulators packed into it, allowing you to play the rom files of games from any console/device that it recognizes, provided the file's in the right folder. if you want to have an NDS game show up on your home menu, you can use an app called NDSForwarder. it allows you to make up to 40 forwards/shortcuts of any NDS roms you have in your sd card. if you want more than 40, you'll hae to use this https://github.com/YANBForwarder/YANBF . it took me a day or three to figure out, so just ask for help if needed, but it does have instructions for use.
