I'm currently running a Piwigo install on an EC2 instance. At the moment this is hooked up to my S3 with using the Fuse s3fs but this is proving to be rather unstable and slow. There was the wittman/s3upload plugin but this was built for 2.5.x but it hasn't been updated in 10 years, one of the forks takes it up to 2.7.x but we're now at 13.6.x so it doesn't let me install it.
I haven't really tested how it handles a lot of pictures, but I know Filestash can use S3 (and many others) as backend.
