I've been using the setup from their examples for several years now, running on Debian Stable with repo for docker-ce and backported kernel.
This seems like a bug. Basically nginx is already started even though docker is not yet ready to serve the file via COPY. I am not familiar with Dockerfile as I only build my images once via Portainer and use them from then on. So do you build them every time you start the container?
