Can you elaborate? Why isn't it CICD friendly and why 'run once' pipeline? We definitely ran that pipeline more than once. We define landing zone configuration using Terraform YAML capability (https://github.com/Azure/terraform-azurerm-lz-vending/wiki/Example-3-YAML-data-files). Terraform then just loops through LZ definitions. If we need to add e.g. additional role assignment for specific LZ, we just modify YAML definition for that single LZ and rerun our pipeline. Terraform detects changes, outputs correct plan and we deploy it. Doesn't look like a 'run once' pipeline.
