In fact this is a problem that I'm trying to fix right now. I'm working on a COBOL 2022 compiler called Otterkit which will support all of these modern COBOL features. The parser is almost complete, and currently supports all 51 standard COBOL statements. This is completely free and open source, so no more paywall and no more proprietary extensions.
