I don't think there is or can be any alternative. Sure, there are apps like Traccar but they all use a background service to actively ask for a location periodically, which eats battery and gets killed by the OS quite often. Google can do it because it has special permissions and collects the location basically as a by-product of other activity on the phone.
Not so long ago, someone on this sub published this - https://github.com/gue-ni/location_tracker - which is takes data from Own Tracks. I have been running it for fun and it's recording data consistently.
Some people have issues installing Own Track's Recorder - This one is very minimal and saves your locations to an sqlite file.
