If you are looking for something like your own private Mega / OneDrive / Google Drive, then there is a program mentioned already that I would also recommend looking at. Filebrowser. This lets you set up accounts and then you can login and upload files or folders and also create share links to share those files. The upside is that this is like any other file sharing site and people can only download or access what you give them links to. You can also allow other people to make their own accounts.
