You can use something like toontown.py to make your toon in code, and then call "writeBamFile('toon.bam')" on the toon model to save a bam model. You can then convert to an egg file by running bam2egg and then convert to Maya Binary or load it with a plugin in Blender. You should have a full toon model ready to edit and get ready for VRChat.

Or 2. Use the Spotify repository which has the original Toontown Online resources. You can just load them into Maya directly, but due to the age of the archive, you can not use accessories since the models where not created yet. You might also find customizing you toon to be a little tricky.
