If you're using pipewire, easyeffects is probably the simplest road to take. A plugin host/patch bay like Carla is a bit more complicated but offers more flexibility.

PulseAudio/pw-pulse does not have a DSP host, but there is easyeffects/pulseffects and jamesdsp that has some DSP plugins. Not all the DSP you want may be available for processing audio
DSP effects can also be implemented in ALSA via CLI using dsp (this would be closest to a systemwide solution, but does not support Bluetooth)
