Pop!_OS uses its own, custom icon theme. Fedora uses GNOME’s default Adwaita icon theme. You can change this by installing Pop_Icons and changing the icon theme in GNOME Tweaks 😄

An expanded Adwaita-styled companion icon theme with extra icons for popular apps to complement Gnome Shell's original icons.
You can create a theme from scratch, or you can download one and use as a base. I think the easiest approach would be to use MoreWaita. So download the latest release and place it into ~/.local/share/icons and then just add/delete the icons you want to the proper folder with the proper name.

If you are unsure what to name the files, just check out /usr/share/icons/Adwaita and see what names it uses for the icons you wanna change. Or, if you wanna change more things - like application icons, etc - you can download a more robust icon theme like Papirus just to check the names it uses for what you wanna change.
