As I said, I'm on the fence. Redux itself is for programs that get large enough, and interconnected enough, that you want a central place to manage global state. You add in sagas when you want to grow that to include all side effects.
It is really cool to use its debugger and look at every message that got passed, and how that changes the global state. But adding in the message passing system is really heavy: you have to connect the component to it, AND create an action for both the request AND the response, AND put the code in a separate "reducer", AND then the whole saga middleware magic, AND several other things.
So... keep it in the back of your mind. If nothing else, it's pretty cool to use generators for something.

I haven't drank the redux koolaid, merely pointing out that they've improved things considerably when it comes to boilerplate a llot of that is thanks to immerjs which uses proxies under the hood. For better or worse. The core redux library is incredibly small though. It is, by and large, pretty straight forward and works incredibly well, once you get into the rhythm.

You might want to take a look at org-web. It's a webfrontend for org-mode. But I think it could be used without Emacs as well. It's self-hosted and uses org files to store the data. It should meet most of your criteria. Not sure if it is still under development.

There are other ways people are trying to solve this like webext-redux which is a clever way for message passing along with managing state between different parts of the extension the redux way. But I feel it adds additional verbose API in an attempt to solve existing complexity and only works with React. Feel free to check that repository if that suits your requirements.
