Vim-like terminal emulator
Not sure about bash, but zsh has a plugin (zsh-vim-mode) that changes the cursor by mode (and significantly improves its built-in vi mode).

Hey! Just created a new zsh-vi-mode plugin, don't you want to have a try?
Just for your awareness, I find this plugin significantly slower than softmoth's zsh-vim-mode plugin; I'm not sure if that's what you are comparing it to? Starting zsh, it seems to add a delay of approx 0.5 sec.

Interesting way to solve the vi-surround timeout problem. I managed to solve it by having c/d/y widgets read -k1 and then pushing the key back onto the stack if it isn't "s". Here's the relevant code in my plugin. My method works even if keys are rebound (zvmm-vi-change on v instead of c, for example).
