Not sure about bash, but zsh has a plugin (zsh-vim-mode) that changes the cursor by mode (and significantly improves its built-in vi mode).

Hey! Just created a new zsh-vi-mode plugin, don't you want to have a try?
Just for your awareness, I find this plugin significantly slower than softmoth's zsh-vim-mode plugin; I'm not sure if that's what you are comparing it to? Starting zsh, it seems to add a delay of approx 0.5 sec.
