I tried to clean install windows 22000.132 from UUP Dump, followed all the instructions and after the install and all the updates done, I ended up with this atrocity. Even the log in screen is from windows 10 or the File Explorer has the old look but with windows 11 icons.
This also happened to me, after you install windows on the pc, you have to check for updates and then it will say "Cumulative Update for Windows 11 22000.132" and after you update you'll have all the features in the latest build (Note: you'll have to enroll in dev insider to get all the features, if your device is unsupported you can use Offline Insider Enroll to force enroll your computer)

Intel NUC1165 with EGPU
Very long story short - the only way I was able to get it to work without BSOD was to install the latest Canary build of Win11. I used this tool: Offline Insider Enroll because I'm running a bootcamp partition on an intel macbook pro. I also needed to use this tool to bypass the TPM check because the macbook pro is not officially supported: Skip TPM Check on Dynamic Update.

BitLocker error on boot after updating Windows 11 to 23H2
Yesterday I updated my Windows 11 laptop (2020 Razer Blade) to Windows 11 23H2 by using the ISO downloaded from Microsoft. I had been on the Windows Insider program but wanted to go back to the regular release channel which is why I manually updated, however even after updating I was still listed as "queued for unenrollment" so I ran the following tool which successfully switched this back to regular release: https://github.com/abbodi1406/offlineinsiderenroll
