This can be done with some fairly simply JS. If you're already using GSAP, they have an excellent plugin: https://greensock.com/docs/v3/Plugins/ScrambleTextPlugin. Otherwise, a cursory search will unearth examples like this: https://github.com/sogoagain/scrambling-text-js
