HandBrake 1.7.0 – The open source video transcoder
No, I’m using an ADC modified for use with LD captures [0]. I did this because it’s cheaper in theory, although with the amount of time I’ve dumped into getting it working and keeping it working, the $500 or so for the Domesday Duplicator may well have been a better choice.

VHS-Decode Demo Media - The Internet Archive
I'm very happy to make the announcement we are migrating not only FM RF but as time permits many full demo sets (RF+TBC+Video+Audio) and full re-masters of tapes from our community and userbase of including but not limted to lost media.

What's the best way to capture VHS footage with the setup I have? - Help me!

LaserDiscs Are Dying—Here’s Why That Matters - Electric Literature
There's VHS-Decode as well, a small fork specific for VHS, Beta, Video8, etc.

Sony Betacam: Not the Beta you're thinking of (it's way better)
Directly capturing the output, without converting it, will provide the best results. With modern open-source decoders, you can even connect directly to the drum head signal, and capture with no further loss than what occurred during recording.

Guide to transferring VHS tapes to digital on an iMac for $10.
Furthermore, there are projects that seek to preserve (as accurately as can be sorted out) all of the information that is contained on any given VHS tape, such as this one: https://github.com/oyvindln/vhs-decode

Best budget analog upscalers/HDMI capture devices?
Have a look into VHS-Decode, arguably the best way as its true raw capture and also probably the cheapest for the quality you get, but requires soldering and basic Linux skills. I've mostly stopped bothering with other methods.

anyone want to host a MBTA scanner feed?
Unfortunately, when I was out there I was really wanting to try dsd-plus which runs on Linux so went ahead and and started to set that up. I now realize that Unitrunker, which runs on Windows, may be a better option in terms of more features and possible better decoding.

WebSDR – internet connected Software-Defined Radios
You definitely can, but legality of such procedure is questionable. DMR uses AMBE codec, which require licensing from DVSI, but you can find open-source implementation on github (mdelib, jMBE). Projects such as DSD-FME[1], which allows you to decode much more than just DMR (P25, NXDN or SDRTrunk[2], which allows you to listen to trunking systems (p25, dmr tier 3 and much more) uses software implementation. OpenWebRX users software decoder too https://github.com/jketterl/digiham

- DSD+ any similiar?
- Can you listen to EDACS pro voice on computer? Public safety?
-
NXDN
If you use dsd+ to determine what kind of "encryption" you may be in luck . if it is just using voice scrambling and you can use https://github.com/lwvmobile/dsd-fme to brute force it if you are determined enough to try every single possible voice scrambler code ( 2^15 -1 so 32,767 possible numbers to go through ) .
