Stars - the number of stars that a project has on GitHub. Growth - month over month growth in stars.
Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

Is it a good idea to be using uMatrix? I was under the impression that development on the project ended back in 2020, the code is archived and no longer actively maintained.

No, uMatrix is not completely dead, and gosh no, uBlock does not replace it and NoScript whatsoever
uMatrix gives you control over the requests that websites make to other websites. Many websites integrate features which let other websites track you, such as Facebook Like Buttons or Google Analytics. uMatrix allows 1st party scripts in its default configuration. If you want the default functionality of NoScript consider blocking 1st party scripts everywhere by default. This addon has been discontinued.

Google Removed ClearURLs Extension from Chrome Web Store
Raymond Hill has stopped developing uMatrix and also stopped accepting PRs because it's currently too much work for him [1]. So be aware that bugs will probably not be fixed.

Google Removed ClearURLs Extension from Chrome Web Store
Check out Neat URL - it's more basic, uses a comma-separated list of rules, and comes with some hard-coded presets you can override. I maintain my list in a text file and just update that and copy/paste in when I want to create one.
Of the defaults, I only override "cid, mbid" as blocking those on every site has ended up breaking some.
