Seems like a black art and in some ways it is but something like this will help a smart person that just lacks MySQL expertise to get there: https://github.com/BMDan/tuning-primer.sh/ RAM is so cheap these days that everyone should just run a huge query cache. That script will help you to gauge just how huge.

Step 1: Tune your my.cnf file using the MySQL Tuning Primer. You should be able to set it to use a maximum amount of RAM as well as optimise other aspects. On a low RAM system, this is not an optional step! https://github.com/BMDan/tuning-primer.sh (much more recent than the one previously posted)

MySQLTuner is a powerful configuration tuner that is open-source and available on Github. MySQL Tuning-Primer.sh is another strong open-source option on Github. This tool is older and should be used only with MySQL versions 5.5 - 5.7.

After the configuration you can look into the details, how many buffer hit's you have and so on, by installing something like https://github.com/amnuts/opcache-gui. (Only sharing that one, because we have good EXP with that, but there are a lot out there.)
