Now you need a gps device, one that's supported by traccar - https://www.traccar.org/devices/. I suggest getting one that's capable of making http requests because it's easier to integrate with traccar (for this you'll need a sim card with data), compared to going with an SMS route where you need a way for your server to receive SMS texts.

Traccar also has client apps you can use to send data. https://www.traccar.org/client/ The whole thing is easy to set-up selfhosted as well.

I don't think there is or can be any alternative. Sure, there are apps like Traccar but they all use a background service to actively ask for a location periodically, which eats battery and gets killed by the OS quite often. Google can do it because it has special permissions and collects the location basically as a by-product of other activity on the phone.
