OBD2 GPS tracker
No, it is not, Traccar is free and open source, the pricing section on the website are for paid hosting services, but you can download and use it for free (Apache license). I have been using the official docker image of traccar for some time before migrating it to another machine.

Is there a secret handshake to get into the OwnTracks club?
I run traccar, not with nextcloud (tried Owntracks couldn't make it work for me) but much easier and has been running for the last 2 years without a glitch.

I suggest traccar - https://www.traccar.org/, open source and it's already complete with a server and web interface. Now you need a gps device, one that's supported by traccar - https://www.traccar.org/devices/. I suggest getting one that's capable of making http requests because it's easier to integrate with traccar (for this you'll need a sim card with data), compared to going with an SMS route where you need a way for your server to receive SMS texts.
