I have been self-hosting my own car gps tracker for a couple of years now. I use Traccar, as server software, and then I use two gps trackers I have bought in aliexpress. I use Sinotrack models ST-901 and AT-902, they use normal SIM cards and can be configured using SMS. The ST-901 is installed hidden inside the car and connected to 12v wiring of the car, protected with 1amp fuse. The AT-902 is a dumb ODB2 device (they only use two pins, ground and 12v), just plug-and-play. I live in Europe and I pay 1 euro/month for a SIM card with 100mb of internet data. The trackers use about 40-80mb of data per month.
No, it is not, Traccar is free and open source, the pricing section on the website are for paid hosting services, but you can download and use it for free (Apache license). I have been using the official docker image of traccar for some time before migrating it to another machine.
