Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

Automatically? You can use TGS if the server's code is compatible, which many modern servers are.

This is useful. I've been part of a team implementing webhooks in the past and there are a lot of difficult details you need to get right - things like retries, authentication, thin-vs-fat hooks and server-side request forgery.
