Why exactly can't TF import resources?
A while ago I prototyped this in a separate experimental tool to learn more about the problem space. As part of documenting that I wrote up some specific challenges that this prototype found. I expect there are also others that I didn't find from that limited prototype, but that hopefully at least partially answers your question.

(I have a prototype from a while ago where I was trying out this idea of writing a configuration to describe how to import. It worked from a mechanical standpoint, but I didn't personally really enjoy the ergonomics of it very much. 🤷♂️)
