I recently did this with Terraform. I'm working on moving an older site to AWS from a wordpress host to Hugo on S3/Cloudfront. Hope to publish as a public module with decent options and documentation in the near future.

Hugo theming question
I am in the process of moving my existing website from WordPress on an old-school web hosting service to Hugo on S3/CloudFront on AWS. At the moment my Hugo website is using the hello-friend theme. I'm a platform engineer, not a webdev, and I only have so much time available to work on this.
