The same for your other example the ec2 instance (https://github.com/terraform-aws-modules/terraform-aws-ec2-instance/blob/master/main.tf).

The change introducing this can be seen here. Previously, this module had options for conditional creation of resources. The author has added a Boolean to this, default false, which must be set to true for resources to be created. The political rationale for this should be obvious but you can see it spelled out here.

In the registry link you provided, there's a link to Source Code. Follow that link and take a look at variables.tf in the repo, lines 13-17. That block is what is expected for the parameter, so you need to tweak what you're sending into what it expects.
