For selfhosted I would normally point you to Pastey BUT it lacks the password feature you want so I think this leaves you with PrivateBin but will follow with interest :-)

There was an issue opened recently on Github about this. Basically, I could do it, but I'd likely have to maintain a separate branch with disabled language detection: https://github.com/Cesura/pastey/issues/1
