is there a way i can sync a folder but not download all the files in it??
Do it. There's an abandoned fuse implementation (https://github.com/burkemw3/syncthingfuse), a half-done java implementation (alpha state, now abandoned https://github.com/syncthing/syncthing-lite), a half done web interface PR doing something similar for Syncthing itself, and generally an open spec for the sync protocol. Someone just gotta implement it and push it past the finish line.

New to syncthing. Need help with a folder and subfolders.
If you mean like a file listing and on-demand downloads, then I don't think you can do it with the official syncthing client. There used to be a "lite" version which implemented this functionality, but it's not maintained anymore (https://github.com/syncthing/syncthing-lite)
