Please take no offence on the other question about UART, but did you have a look to examples from ST ? https://github.com/STMicroelectronics/STM32CubeF3/tree/master/Projects/STM32F303ZE-Nucleo/Examples/UART And have you actually tried them on board ? When something doesn't work, I always start from the basics and then try to change thing slowly while retesting at each step.
