https://github.com/limine-bootloader/limine-barebones and https://os.phil-opp.com/edition-1/ are good tutorials to get started for amd64. Other then that, just use osdev wiki. Idk anything about mobile osdev sadly.

Graphics in Long Mode?
If you look at its documentation (at https://github.com/stivale/stivale/blob/master/STIVALE2.md ) you'll see that the kernel may provide a "Framebuffer header tag" in its header to tell the boot loader what kind of video it wants; and (when the kernel is started) the boot loader should give the kernel a "Framebuffer structure tag" describing the frame buffer that it set up.
