I've made https://github.com/Keats/kickstart which is roughly the same thing (and improved some bits) without the need to install a python package.
What are some alternatives?
cruft - Allows you to maintain all the necessary cruft for packaging and building projects separate from the code you intentionally write. Built on-top of, and fully compatible with, CookieCutter.
cookiecutter - A cross-platform command-line utility that creates projects from cookiecutters (project templates), e.g. Python package projects, C projects.
layout - Generate new project from layout. Supports typed user-input, hooks, and conditions.
