If you don't want something like Android scoped storage to happen to the JavaScript API "for our own good", better not let Google take over the web. They can not be trusted with this much influence.
I actually wrote SMS Import / Export to solve this problem - but it wouldn't have been necessary if Android provided a way to back up arbitrary apps!

Introducing SMS Import / Export
I've long been irked by the lack of an available, straightforward, FLOSS SMS import / export app, so I tried my hand at teaching myself Android development and writing one - introducing SMS Import / Export.

Daily General Discussion - February 22, 2023
Berty is an open source, secure, private, censorship resilient messaging protocol. Berty is designed to work with NO internet connection. Thanks to Bluetooth LE and mDNS, messages can be securely and privately relayed, peer to peer to create an adhoc network. Of course old fashioned networks still work, and if you’re connected to a “hostile” network that’s being surveilled, the Berty protocol can still operate safely and securely thanks to e2e encryption. Super nice!
