    For me ff-other-file opens correctly for botch c and c++, and I don't even have any special setup, but it works only if both are in same folder. If you have sources separated typically in include and src I think you should go for lsp and xref, but I don't know, maybe there is some other well working setup too. You can also try smart-jump if you for some reason don't want to use lsp and xref.
